After a market analysis done for The Bowen Group, we set expectations internally as to what the recruiting challenge would be for their national-based workforce. A strategic plan rather than tactical “hire now” approach was used. Goal: Grow awareness among professionals in 37 states where opportunities existed — some states having 97.7% full employment. We then created a tactical timeline strategy for reaching desired hires. A major accomplishment during 2024 was helping fill positions in several locations that had been open for two or more years.

Our focus is on affordability and getting results. We begin with a market analysis of talent availability. Sometimes, corporate expectations need to be set, or talent just is not there. We help better define the market and provide a timeline-based approach to talent acquisition. Time is money, and so recruiting tactically costs far more than recruiting strategically.

GTSC Talent Solutions (GTSC-TS) provides full-service recruiting services for more than 12 national security contracts and a variety of contracts supporting the DoD and federal government. Recruited professionals include acquisition, cyber and Zero Trust, customer service, financial advisors, help desk, information technology and systems. Professionals range from help desk, level 1, through IT and cloud architects.

EDUCATION: University of Waterloo and Harvard Business School

Raymond has been a founder and operator of IT product development and professional services firms since the 1980s. While his initial focus was on providing financial and telecom solutions, Raymond turned his attention to government markets in the mid ’90s. An unrelenting innovator, he’s been a leader in bringing novel products to the market in health care IT and more recently in blockchain.

A graduate of University of Waterloo and Harvard Business School, Raymond has an extensive background in mathematics, computer science and business. Raymond lives in Loudoun County with his wife and two young children. He enjoys reading, skiing and motorbikes.

Robert Lech

EDUCATION: California Polytechnic State University

Robert has been in the GovCon market for almost 25 years with experience spanning the entire business. He has significant executive experience with large-scale P&L and a proven track record in management and leadership resulting in significant growth impact. In his last role, he was responsible for a $240 million P&L and growth strategy providing professional services to all of DoD, including logistics, digital IT, advanced analytics and management advisory support services.

Robert is a graduate of Cal Poly in Computer Information Systems. The bulk of his career has been focused on large transformational solutions. Robert is married with three children and enjoys fishing and golf.

Bill Golden

Bill Golden

EDUCATION: Universities of Maryland and Oklahoma

Bill founded IntelligenceCareers.com in 1997 after a full career of service in military and national security. One of IntelligenceCareers.com’s first paying customers (1998) was the National Security Agency (NSA), a customer still in 2024. Bill was a 1990s pioneer in online job board design and in producing national security recruiting events — holding 30-40 physical hiring events across the USA, some even in Europe. As the market changed, Bill began using his industry persona to start BillGoldenJobs.com in 2021 with goal of reaching diverse information-centric professionals, with and without security clearances. He holds degrees in Government, European Studies and a Master of Public Administration, and is a resident of Prince William County. Bill is also an avid genealogist and follower of business and economic trends. He enjoys being a husband, father and grandfather.
